Keystone Opportunity Zones

 
Keystone Opportunity Zones (KOZ) and Keystone Opportunity Expansion Zones (KOEZ) are geographic areas that can provide specific state and local tax benefits. The goal of the KOZ/KOEZ program is to revive economically distressed urban and rural communities with one of the most powerful market-based incentives – eliminating taxes.
 
The tax benefits available under KOZ and KOEZ programs may be available through Dec. 31, 2020. A KOZ/KOEZ is given priority for various state and local community-building assistance programs.
 
To receive KOZ/KOEZ tax benefits, an application must be completed and submitted to the PA Department of Community and Economic Development (DCED) by Dec. 31 of each calendar year for which benefits are sought. 
 
The KOZ/KOEZ Program is administered by DCED.
